ORDER: 1. The Court DENIES Whipple's motion for a temporary restraining order, DE #7 , without prejudice. 2. The Court DIRECTS the Clerk's Office to send Whipple a blank, Court-approved Civil Rights Complaint Form [E.D.Ky. 520 Form]. 3. Within 30 days from the entry of this Order, Whipple must complete the E.D.Ky. 520 Form in full and file it with this Court. If Whipple fails to take this step within the time allotted, the Court will dismiss this case pursuant to Local Rule 5.3(b). 4. The Court DENIES Whipple's Request to supplement his Complant, DE #7 and [7-1], because his E.D.Ky. Form will become the sole operative pleading in this case should he choose to proceed. 5. The Court DIRECTS the Clerk's Office to send a copy of this publicly available Order via electronic mail to Whipple's criminal defense attorney, Mr. Joshua Hedrick, Esq. 6. Within 14 days from the entry of this Order, the Court ORDERS Attorney Hedrick to file a brief report into the record in which he addresses the status of this matter, including whether he intends to represent Whipple in this civil action. 7. Finally, the Court DENIES Whipple's "motion for certified mail," DE #4 , because his request is simply insufficiently supported and is devoid of authority. Signed by Judge Robert E.
