As a result, the administrative and filing fees for this matter are WAIVED; 2. Pursuant to Younger v. Harris, 401 U.S. 37 (1971), the Court ABSTAINS from further evaluating or adjudicating Ellis's excessive force claims at this time; 3. This matter is STAYED for the pendency of Ellis's state court criminal proceedings; and 4. Every ninety (90) days, Ellis must provide the Court with a report explaining the status of his state criminal case and whether any charges remain pending or have been resolved, and if they have been resolved, how.
