MEMORANDUM RULING: Carey Salt has filed 15 Answer to Complaint and both parties have briefed the question of whether the NLRB is entitled to injunctive relief under the facts and circumstances of this case. The NLRB has filed a 28 MOTION for Leav e to Reply re 15 Answer to Complaint, which is GRANTED. Additionally, the Local 14425 United Steel Paper & Forestry Rubber Manufacturing Energy Allied Industries & Service Workers International Union, United Steel Paper & Forestry Rubber Manufactur ing Energy Allied Industrial & Service Workers International Union, a non-party to the litigation, has filed a 5 MOTION for Leave to File Brief as an Amicus Curiae, which is herein GRANTED. Both parties, and the Union, agree the instant matter can be decided on the basis of briefs and affidavits.
