The Clerk of Court shall open a new civil action under 28 U.S.C. 2254 in the Southern Division based on Boler's criminal conviction in Jackson County, Mississippi, with Kelly Christopher, Assistant Deputy Commissioner, as the Respondent re #1 Complaint filed by Russell Boler.
