MEMORANDUM AND ORDER: IT IS HEREBY ORDERED that plaintiffs motion to proceed in forma pauperis is GRANTED. [ECF No. 2] IT IS FURTHER ORDERED that the plaintiff shall pay an initial filing fee of $1 within thirty (30) days of the date of this Ord er. Plaintiff is instructed to make his remittance payable to"Clerk, United States District Court," and to include upon it: (1) his name; (2) his prison registration number; (3) the case number; and (4) that the remittance is for an origina l proceeding. IT IS FURTHER ORDERED that all proceedings in this case are STAYED pending final disposition of the criminal charges pending against plaintiff in State v. Stamps, No. 17CGCR00356-01 (32nd Judicial Circuit, Cape Girardeau). IT IS FURTHER ORDERED that plaintiff shall have thirty (30) days to notify the Court in writing concerning the final disposition of the criminal charges pending against him inState v. Stamps, No. 17CG-CR00356-01 (32nd Judicial Circuit, Cape Girardeau).IT IS FURTH ER ORDERED that this case is ADMINISTRATIVELY CLOSED pending final disposition of the criminal charges against plaintiff, and may be reopened by this Court after a ruling on plaintiffs motion to reopen the case after such final disposition. IT IS FUR THER ORDERED that plaintiffs motion for preliminary injunction to halt the state court criminal proceedings is DENIED. [ECF No. 4] IT IS FURTHER ORDERED that plaintiffs motion for appointment of counsel and motion to expedite initial review are DENIED as moot. [ECF Nos. 3 and 8]. Signed by District Judge John A.
