MEMORANDUM For the reasons stated above, the plaintiffs have not established any basis for the court's subject matter jurisdiction. As a result, the motion of defendants Federal Emergency Management Agency and the Department of Homeland Security to dismiss the complaint for lack of subject matter jurisdiction (Doc. 6) is sustained and the action is dismissed.
