September 29, 2015 Opinion or Order Filing 20 MEMORANDUM AND ORDER - IT IS HEREBY ORDERED that Plaintiff Maureen McGuire's motion for summary judgment [# 14] is granted. The determinations of the Department are reversed, and McGuire's applications are remanded to the Department for further proceedings. IT IS FURTHER ORDERED that the motion for summary judgment [# 16], filed by Defendant Arne Duncan, Secretary of the United States Department of Education, is denied.
