October 6, 2014 Filing 51 MEMORANDUM, ORDER, AND PRELIMINARY INJUNCTION: IT IS HEREBY ORDERED that plaintiff's motion for a preliminary injunction [# 14 ] is granted, and defendants, their officers, employees, or agents, and those acting on their behalf or in concert with them, are enjoined from enforcing or threatening to enforce any rule, policy, or practice that grants law enforcement officers the authority or discretion to arrest, threaten to arrest, or order to move individuals who are violating no statute or regulation and who are peaceably standing, marching, or assembling on public sidewalks in Ferguson, Missouri. IT IS FURTHER ORDERED that this order shall not prevent defendants from enforcing the Missouri refusal-to-disperse statute, Mo. Rev. Sta t. §574.060. IT IS FURTHER ORDERED that this injunction becomes effective only upon plaintiff's posting a bond in the amount of $100, and remains in effect until entry of judgment on the merits or further order of the court.
