MEMORANDUM AND ORDER -...IT IS HEREBY ORDERED that plaintiff's motion to proceed in forma pauperis is GRANTED. (Doc. 4) IT IS FURTHER ORDERED that plaintiff shall pay an initial filing fee of $11.66 within thirty (30) day s of the date of this Order.....IT IS FURTHER ORDERED that the Clerk shall not issue process or cause process to issue in this case, because the complaint is legally frivolous and fails to state a claim upon which relief can be granted. IT IS FURTHER ORDERED that all remaining pending motions are DENIED as moot. A separate Order of Dismissal shall accompany this Memorandum and Order. ( Initial Partial Filing Fee due by 4/20/2016.).
