MEMORANDUM AND ORDER: IT IS HEREBY ORDERED that the motion to withdraw as counsel for movant and appointment of substitute counsel filed by Diane Dragan, Assistant Federal Public Defender for the Eastern District of Missouri, pursuant to 28 U.S.C. & #167; 2255 [Doc. 20] is GRANTED. IT IS FURTHER ORDERED that the Clerk shall enter Federal Public Defender Phillip J.
