Filing 13 MEMORANDUM AND ORDER : IT IS HEREBY ORDERED that Movant Leo Valera Bush's Motion to Vacate, Set Aside or Correct Sentence filed pursuant to 28 U.S.C. § 2255 (Doc. 1 ), is DENIED. FURTHER the Court finds that, because Movant cannot mak e a substantial showing of the denial of a constitutional right, the Court will not issue a certificate of appealability. See Cox v.
