IT IS FURTHER ORDERED that to the extent petitioner wishes to pursue claims relating to a new law of Congress and its retroactive effect on his conviction, he must bring those claims in an action brought pursuant to 28 U.S.C. § 2255.IT IS FURTHER ORDERED that the Clerk shall provide petitioner a blank form for filing a motion to vacate pursuant to 28 U.S.C. § 2255.IT IS FURTHER ORDERED that no certificate of appealability shall issue.A separate Order of Dismissal shall accompany this Memorandum and Order.
