OPINION, MEMORANDUM AND ORDER: IT IS HEREBY ORDERED that plaintiff's motion to reopen this matter [ECF No. 12 ] is DENIED as his claims are barred by the doctrine of Heck v. Humphrey, 512 U.S. 477, 486-87 (1994). IT IS FURTHER ORDERED that th is case will remain ADMINISTRATIVELY CLOSED pending final disposition of the criminal charges against plaintiff and may only be reopened if plaintiff is successful in overturning his convictions. MEMORANDUM AND ORDER - IT IS HEREBY ORDERED that plaintiffs motion to proceed in forma pauperis [Doc. # 2 ] is GRANTED. IT IS FURTHER ORDERED that the plaintiff must pay an initial filing fee of $24.18 within thirty (30) days of the date of t his Order. IT IS FURTHER ORDERED that this case is ADMINISTRATIVELY CLOSED pending final disposition of the appellate proceedings and post-conviction proceedings related to the criminal charges pending against plaintiff in See State v. Russell, Case No.14SL-CR10130-01 (21st Judicial Circuit, St. Louis County Court). This case may be reopened by plaintiff's filing of a motion to reopen the case after such final disposition.
