MEMORANDUM AND ORDER - IT IS HEREBY ORDERED that plaintiffs motions for leave to proceed in forma pauperis are DENIED. IT IS FURTHER ORDERED that plaintiffs action is subject to dismissal as duplicative of his prior actions before this Court. IT I S FURTHER ORDERED that plaintiffs action is alternatively subject to dismissal for his failure to pay the full $400 filing fee when ordered to do so. See Fed.R.Civ.P.41(b).
