January 8, 2020 Opinion or Order Filing 3 ORDER OF COURT EN BANC - IT IS HEREBY ORDERED that if Willie Cox, Jr. is self-represented and seeking leave to proceed in forma pauperis, he is prohibited from initiating any new action or proceeding in this Court without first obtaining leave of court. IT IS FURTHER ORDERED that the Clerk of Court shall not accept any complaint or petition from Willie Cox, Jr. for initiating any action or proceeding in this Court if he is self represented and seeking in forma pauperis status, unless such complaint or petition is accompanied by an order of this Court granting him leave to do so. IT IS FURTHER ORDERED that if Willie Cox, Jr. is self-represented and seeking leave to proceed in forma pauperis in initiating any new action or proceeding in this Court, the Clerk of Court shall not accept from Mr. Cox more than one motion for leave to file a new action, along with the attached complaint or petition, per calendar month. The Clerk will return to Mr. Cox, without making copies, any such filings submitted more than once per calendar month. IT IS FURTHER ORDERED that leave of court will be forthcoming upon Willie Cox, Jr. alleging, in the form of a proposed complaint or petition, in clear and specific language, an action that is not subject to dismissal pursuant to 28 U.S.C. 1915(e)(2)(B). Each proposed complaint or petition must be accompanied by a motion for leave to file a new action. IT IS FURTHER ORDERED that Willie Cox, Jr. will not be prohibited from filing a fee-paid complaint or petition, or from proceeding with the representation of an attorney admitted to practice in this Court. IT IS FURTHER ORDERED that if Willie Cox, Jr. fails to timely respond to this Orderto Show Cause, the Court will enter an en bane order, restricting his filing of new actions as statedherein.IT IS FINALLY ORDERED that the Clerk of Court is directed to mail a copy of this Order to Show Cause to Willie Cox, Jr. at 6929 Claremore Ave., St. Louis, MO 63121.
