OPINION, MEMORANDUM AND ORDER: IT IS HEREBY ORDERED that plaintiff's application to proceed in the district court without prepaying fees and costs is GRANTED. [ECF No. #2 ] IT IS FURTHER ORDERED that plaintiff must pay an initial partial filing fee of $3.25 within thirty (30) days of the date of this order.
