REPORT AND RECOMMENDATION re #1 Motion/Application for Leave to Proceed in forma pauperis. IT IS HEREBY RECOMMENDED that all 60 pending matter filed by Plaintiff that are listed in the caption be dismissed with prejudice. IT IS FURTHER RECOMMENDED that Plaintiff be ordered to show cause in writing no later than 10/21/2022, why he should not be declared a vexatious litigant. IT IS FURTHER RECOMMENDED that if Plaintiff fails to show cause why he should not be declared a vexatious litigant, the Court declare Plaintiff vexatious and be enjoined and prohibited from filing documents in the U.S. District Court for the District of Nevada without first obtaining leave of Court to do so.
