REPORT AND RECOMMENDATION. IT IS RECOMMENDED that all 60 pending matter filed by Plaintiff that are listed in the caption be dismissed with prejudice. IT IS FURTHER RECOMMENDED that Plaintiff be ordered to show cause in writing no later than 10/21/2022, why he should not be declared a vexatious litigant. IT IS FURTHER RECOMMENDED that if Plaintiff fails to show cause why he should not be declared a vexatious litigant, the Court declare Plaintiff vexatious and be enjoined and prohibited from filing documents in the U.S. District Court for the District of Nevada without first obtaining leave of Court to do so. Plaintiff Tutankhaman has filed initiating documents to open 38 cases within a two month period with 37 of those cases filed over the span of seven days. Of those cases, Plaintiff has filed applications to proceed in forma pauperis in 30 cases, and he did not file such an application or pay the filing fee in 7 cases. The Chief Judge finds that it will be the purpose of judicial economy for the cases to be assigned to the judges with the first-filed case.
