ORDER - It is therefore ordered that Plaintiffs motion for voluntary dismissal (ECF No. #3 ) is granted. It is further ordered that this action is dismissed in its entirety without prejudice. Plaintiff may bring a new action based on the allegations in his Emergency Injunctive Order (ECF No. 1-1) once he properly exhausts his administrative remedies.
