/// MEMORANDUM AND ORDER. The court finds the United States liable as to Counts I and II. The court awards damages to Kasey Woodman in the amount of $5,000,000 as to Count I. The court awards damages to Mark Foley in the a mount of $150,000 as to Count II. Pursuant to 28 U.S.C. § 2678, attorney fees are limited to 25 percent of this judgment.
