Strahan must complete summonses for defendants, using Form AO 440, before any summonses will be issued and this action may be served. Strahan must file completed summons forms for defendants within fourteen days of the date of this Order. Service shall be effected by the court clerk's office in the manner specified in this Order. The motion to order the U.S. Marshals Service to serve defendants and to waive the filing fee (Doc. No. 4) is denied as moot. The motion for ECF access (Doc. Text of Order: Plaintiff, proceeding pro se, has requested a temporary restraining order and preliminary injunctive relief (Doc. No. 2). To the extent ex parte relief is requested, the request is denied as plaintiff has not made any certification regarding the efforts that have been made to give notice to the adverse party and has failed to show why notice should not be required here. See Fed. R. Civ. P. 65(b )(1); Granny Goose Foods, Inc. v. Bhd. of Teamsters & Auto Truck Drivers Local No. 70, 415 U.S. 423, 43839 (1974). The request for a preliminary injunction in Document No. 2 is otherwise taken under advisement. The magistrate judge is designated to consider that request and, if necessary, conduct a hearing on the matter. The magistrate judge shall file proposed findings and recommendations with the court.
