ENDORSED REPORT AND RECOMMENDATION re #9 MOTION/request for protection for attack two days ago, recommending that the district judge should deny the motion. Text of Order: Plaintiff asks this court to initiate a prosecution of a transnational group he claims injured his wife in Thailand or Laos and took her phone, and he seeks protection from further attacks. Plaintiff lacks standing to seek the criminal prosecution of others, and he cannot represent the interests of other parties. The district judge should deny plaintiff's motion (Doc. No. #9 ). Any objections to this Report and Recommendation must be filed within fourteen days of receipt of this notice. The fourteen day period may be extended upon motion.
