Williams asks the Court to appoint counsel to represent him in this matter on the basis that he has asserted complex claims involving statutory interpretation. To date, Mr. Williams has demonstrated an ability to clearly assert his claims and to state facts in support of those claims, and has not shown any extraordinary circumstances warranting the appointment of counsel in this case. Accordingly, his request for court-appointed counsel is DENIED, without prejudice to his ability to renew his claim should circumstances warrant in the future.
