ORDER TO ANSWER that Respondents Nielsen, Tsoukaris, the Essex County Correctional Facility, the United Sates Department of Homeland Security, and Immigration & Customs Enforcement are dismissed with prejudice as the sole proper respondent in a petition brought under 28 U.S.C. 2241 is the Warden of the facility where the detainee is currently bearing held, in this case the remaining respondents Charles Green, shall have 45 days after the entry of this Order, to file a full and completer answer to said petition, etc. Signed by Chief Judge Jose L.
