April 23, 2020 Opinion or Order SCHEDULING ORDER: On March 23, 2020, the Court sent the pro se petitioner, who at the time was incarcerated at the Anna M. Kross Center on Rikers Island, a letter notifying him that his filing was deficient because he did not pay the filing fee or request to proceed in forma pauperis. The petitioner did not respond to the Court's letter and the time to do so has passed. However, a review of the New York City Department of Correction inmate lookup shows that the petitioner is now held at the George R. Vierno Center on Rikers Island. Therefore, the petitioner is granted thirty days to file an IFP application. The Clerk of Court is respectfully requested to mail a copy of this order and an application to proceed in forma pauperis to the petitioner at the George R. Whether Petitioner should be permitted to proceed further without payment of fees is a determination to be made by the transferee court. This order closes this case. Because Petitioner has not at this time made a substantial showing of the denial of a constitutional right, a certificate of appealability will not issue under 28 U.S.C. 2253. The Court certifies under 28 U.S.C. 1915(a)(3) that any appeal from this order would not be taken in good faith, and therefore IFP status is denied for the purpose of an appeal. Cf. Coppedge v. United States, 369 U.S. 438, 444-45 (1962) (holding that an appellant demonstrates good faith when he seeks review of a nonfrivolous issue). SO ORDERED.
