MEMORANDUM-DECISION AND ORDER: The Court hereby ORDERS that Defendant Onondaga County's # 12 motion to dismiss pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure is DENIED. The Court further ORDERS that Defendant Antonacci 9;s # 11 motion to dismiss pursuant to Rule 12(b)(6) of the Federal Rules of Civil Procedure is GRANTED insofar as he moves to dismiss Plaintiffs' claims against him in his official capacity but DENIED in all other respects.
