See 28 U.S.C. § 2253(c)(2) ("A certificate of appealability may issue... only if the applicant ha s made a substantial showing of the denial of a constitutional right."); and it is further Ordered, that the Clerk serve a copy of this Decision and Order on all parties; and it is further Ordered, that the Clerk enter judgment for Respondent and against Petitioner dismissing this matter with prejudice.
