Filing 27 DECISION AND ORDER: ORDERS that 22 Magistrate Judge Baxter's December 8, 2015 Order and Report-Recommendation is ADOPTED in its entirety for the reasons stated therein. ORDERS that Plaintiff's in forma pauperis status is REVOKED. ORDERS that Plaintiff shall pay the required statutory filing fee within SIXTY (60) DAYS of the date of this Decision and Order if he wishes to proceed with this action. ORDERS that, if Plaintiff fails to pay the statutory filing fee within SIXTY (60) DAYS of the date of this Decision and Order, the Clerk of the Court shall enter judgment in Defendants' favor and close this case without further order of the Court. ORDERS that Plaintiff's request for appointment of counsel (Dkt. No. 21 ) is DENIED. ORDERS that the Defendants' motion to conditionally dismiss pursuant to Rule 11 (Dkt.
