MEMORANDUM & ORDER granting 131 Motion for Judgment on the Pleadings; granting 152 Motion to Dismiss for Lack of Jurisdiction. For the foregoing reasons, Defendants motions are granted and this action is dismissed. The Clerk of Court is dir ected to terminate all pending motions and to mark this case as closed.
