Filing 111 OPINION AND ORDER re: 82 FIRST MOTION for Partial Summary Judgment; 87 CROSS MOTION for Summary Judgment: Defendants' motion is granted in its entirety as to plaintiff's claims brought under federal law. Plaintiff's motion for partial summary judgment is denied. The Court declines to exercise supplemental jurisdiction over plaintiff's remaining state law claims.
