Defendant Quinn's motion to dismiss the complaint and for a filing injunction is GRANTED. Defendant Chiarello' s motion to dismiss the complaint is GRANTED. Defendant Madden's motion to dismiss the complaint is GRANTED. The Federal Defendants' motion to dismiss the complaint is GRANTED. The claims against defendants Schulman and Dorsey are DISMISSED sua sponte for insufficient service of process and otherwise as plainly without merit. The Clerk is directed to terminate the motions (Docs. ##5, 8, 21, 35) and close this case. The Court certifies under 28 U.S.C. § 1915(a)(3) that any appeal from this order would not be taken in good faith, and therefore in forma pauperis status is denied for the purpose of an appeal.
