ORDER - The magistrate judge recommends that plaintiffs complaint be dismissed for lack of subject matter jurisdiction. Upon careful review of the M&R, the court finds the magistrate judges analysis to be thorough, and there i s no clear error. The court hereby ADOPTS the recommendation of the magistrate judge as its own, and, for the reasons stated therein, DISMISSES plaintiffs complaint for lack of subject matter jurisdiction.
