RECOMMENDING that the Court dismiss Plaintiff's Section 1983 claim under 28 U.S.C. § 1915(e)(2)(B) for failure to state a claim and for seeking relief from an immune defendant; in addition, the Court should decline to exercise supplemental jurisdiction over Plaintiff's state-law claims.
