TEXT ORDER denying #3 Application to Proceed IFP for failure to comply with Text Order dated 09/09/2019 and for failure to provide necessary information (as detailed in Text Order dated 09/09/2019). In a Text Order dated 09/09/2019, the Court deferred action on #2 Application to Proceed IFP (dated as signed on 07/11/2019) and mandated that, by 10/09/2019, Plaintiff file a supplement signed under oath or penalty of perjury "explaining how Plaintiff meets the expenses of the necessities of life (such as shelter and food)." Plaintiff did not comply with that directive and, by Text Order dated 10/15/2019, the Court denied #2 Application (consistent with the warning in the Text Order dated 09/09/2019). After the docketing of the Text Order dated 10/15/2019, Plaintiff filed #3 Application (which contains the same signature page dated 07/11/2019 as did #2 Application), again disclaiming any expense for shelter or food, but without signing under oath or penalty of perjury as to any new information, without explaining how Plaintiff meets the need for shelter and food (as directed in the Text Order dated 09/09/2019), and without seeking leave to file out of time. Under these circumstances, the Court denies #3 Application. Plaintiff shall pay the filing fee by 12/02/2019. If Plaintiff, in fact, receives no regular support of any sort, the supplement may simply so state; however, if family members or friends regularly provide Plaintiff with assistance meeting the necessities of life, the supplement must disclose that information and must explain why such individual(s) cannot pay the expenses that pauper status otherwise would cover.
