TEXT ORDER requiring Plaintiff, on or before 11/09/2023, (A) to pay the required filing fee, (B) to file a proper application to proceed in this Court without prepaying fees or costs, or (C) to file a notice of voluntary dismissal under Federal Rule of Civil Procedure 41(a)(1)(A)(i). Contrary to the contentions in #3 Notice, Plaintiff possesses no general exemption from the payment of filing fees, but instead either must pay the filing fee or must satisfy the standards for proceeding as a pauper to pursue this case in this Court. Further, because this action appears to suffer from a number of defects which likely will necessitate its dismissal regardless of whether Plaintiff pays the filing fee or submits a pauper application, the Court has given Plaintiff the option of taking a voluntary dismissal. Failure by Plaintiff to comply with this Text Order shall result in the dismissal of this action without prejudice.
