ORDER that Pltf's claims based on the use of excessive force and the failure to protect Pltf from harm survive initial review in accordance with this Order. Pltf's official capacity claims are DISMISSED. FURTHER ORDERED that Deft Mecklenburg County Detention Center is DISMISSED as Deft in this matter. The Clerk is instructed to mail 14 blank summonses to Pltf to fill out and identify the Defts, and then return the summonses to the Court. Pltf is required to provide the necessary information for the U.S. Marshal to effectuate service on the Defts.
