Filing 48 Memorandum of Opinion and Order Accepting in part and rejecting in part 34 Report and Recommendation and granting in part and denying in part 25 defendants' motion for summary judgment. Specifically, the motion is granted with resp ect to the claims that officers lacked reasonable suspicion to stop Juan; that Juan's detention was longer than reasonably necessary; that Officer Crisan failed to protect Juan from Officer Kazimer's initial use of force; that the defend ants are liable for false arrest; that Officer Crisan is liable for negligence; that Officer Kazimer is liable to Ms. Perez for battery; that the defendants are liable for intentional infliction of emotional distress; and that the defendants are civilly liable for criminal conduct.
