Memorandum Opinion and Order: This matter is before the Court upon Plaintiffs' Motion for Temporary Restraining Order and Request for Hearing on Preliminary Injunction. (Doc. 2 ) Defendant City of Cleveland was afforded notice of the motion and an opportunity to respond.
