Memorandum of Opinion and Order granting the motion 7 of Defendants Collier-Williams, O'Malley, and Piteo to dismiss the complaint for lack of subject-matter jurisdiction, and this action is dismissed against all defendants for lack of jurisdiction and pursuant to Apple v. Glenn. The plaintiff's remaining motions (Doc. Nos. 3 and 4 ) are denied as moot.
