Order [non-document] On December 19, 2023, I issued an order allowing Mr. Payne to supplement his application to proceed in forma pauperis to address ambiguities in it, or pay the required filing fee. On December 20, 2023, Mr. Payne filed an amended motion to proceed in forma pauperis. Review of that document shows that it suffers from the same ambiguities as in the original application. Therefore, Mr. Payne is granted leave to Wednesday, January 10, 2024, to either submit a complete application to proceed in forma pauperis that remedies the ambiguities present in his prior filings, or pay the required filing fee.
