Filing 40 Memorandum Opinion and Order: plaintiffs' motion for leave to amend the complaint is granted in part and denied in part. Defendant City of Sandusky's motion to dismiss is denied. Defendant Erie County's motion for judgment on the pleadings is granted. Plaintiffs are instructed to reformat their proposed amended complaint to identify the individual defendant officers in the caption and to eliminate the claims against the Erie County.
