Plaintiff's Eighth Amendment and Fourteenth Amendment claims are hereby dismissed, with prejudice. Further, this Court decline s to exercise supplemental jurisdiction pursuant to 28 U.S.C. Section 1367(c)(3) over Plaintiff's state law claim alleging intentional infliction of emotional harm, which is hereby dismissed, without prejudice. The Court certifies, pursuant to 28 U.S.C.
