Memorandum of Opinion and Order: For the reasons stated herein, Plaintiff's Bivens claims are dismissed pursuant to 28 U.S.C. § 1915(e). Plaintiff may be able to allege state law tort claims against Officer Murphy and the other employees of NEOCC or CCA in state court.
