Memorandum of Opinion and Order For the reasons set forth herein, the Court adopts Magistrate Judge Kathleen B. Burke's Report and Recommendation in its entirety. ECF NO. 51 . Memorandum of Opinion and Order For the reasons set forth herein, the Court overrules Plaintiff's objections and adopts the Recommendations of the Magistrate Judge. Plaintiff's FTCA claim is dismissed with prejudice under the detent ion of goods exception to the FTCA's waiver of sovereign immunity.
