Memorandum of Opinion and Order For the reasons set forth herein, Plaintiff's application to proceed in forma pauperis (ECF No. 2 ) is granted, his motion for an expedited ruling on his in forma pauperis motion (ECF No. 3 ) is denied as moot, and this action is dismissed pursuant to 28 U.S.C. § 1915(e)(2)(B).
