Filing 22 Memorandum Opinion and Order denying Defendants' Motion for Summary Judgment (Doc. 12 ) and Plaintiff's Motion for Summary Judgment (Doc. 13 ) is granted. The Court hereby grants plaintiff's request for a declaration that the grooming policies as applied to him, violate RLUIPA (Religious Land Use and Institutionalized Persons Act). Defendants are hereby enjoined from enforcing such policies against plaintiff only. The Court takes no position on whether the dreadlock ban is enforceable with respect to other inmates.
