Defendant's motion for summary judgment is granted, in part. (Doc. No. 65 .) Plaintiff's claims arising under 42 U.S.C. Section 1983, including his claims for procedural and substantive due process, equal protection, and official capacity liability, are dismissed with prejudice. All of Plaintiff's state law claims, including his claims for intentional infliction of emotional distress, defamation, and gross negligence, are dismissed without prejudice. This case is closed.
