Memorandum Opinion and Order: Plaintiff's motion to proceed in forma pauperis is granted. Her motions for default judgment (Doc. Nos. 3 , 9 ), motion for declaratory judgment or in the alternative, for partial summary judgment and for b ifurcation to state courts (Doc. No. 6 ), and motion (request) to withhold issuance of service (Doc. No. 8 ) are denied and the complaint is dismissed pursuant to 28 U.S.C. Section 1915(e) for failure to state a claim for relief.
