Order: I adopt the Report and Recommendation in its entirety as the Order of the Court. Haddix's petition for Writ of Habeas Corpus under 28 U.S.C. § 2254 is dismissed. I also conclude Haddix fails to make a substantial showing of the denial of a constitutional right as required by 28 U.S.C. § 2253 and decline to issue a certificate of appealability. re 16 .
