Memorandum Opinion and Order: Plaintiff's Section 1983 action fails to state a claim on which relief may be granted and is dismissed pursuant to 28 U.S.C. Sections 1915(e) and 1915A. In light of this ruling, plaintiff's pending moti on for "service of summons and complaint" (Doc. No. 5 ) is denied. Additionally, the court certifies, pursuant to 28 U.S.C.
